Homes in Burgaw

Burgaw is the county seat of Pender County, an inland town about 25 miles north of Wilmington surrounded by farmland, forest and the floodplain of the Northeast Cape Fear River. Its housing includes older homes in and around the historic downtown, mid-century neighborhoods, and rural properties outside town, many of them on crawl spaces and some served by private wells.

Pender County as a whole has more than doubled in population over the past 30 years, and much of the new growth is west of U.S. 17 in communities like Rocky Point, a short drive from Burgaw. That growth brings newer homes into the same river and creek floodplains that older homes have dealt with for decades.

River flooding and storm history

The Northeast Cape Fear River is Burgaw's biggest water risk. During Hurricane Floyd in 1999 it flooded the area badly, and during Hurricane Florence in 2018 it rose even higher, setting a record crest of 22.54 feet at Burgaw. The swollen river and the creeks that feed it poured into streets and homes. Officials had told residents of flood-prone parts of town to evacuate before the storm, and Pender County Emergency Management reported about 20 rescues in communities near the Northeast Cape Fear and Black rivers as state highways out of town went under water.

River flooding is different from coastal storm surge: it often peaks days after the storm has passed, as rain from upstream drains toward the coast. Homes can stay surrounded by water for days, which makes drying and mold prevention harder.

Flood buyouts and mitigation

After Florence, the state and FEMA approved more than $6.5 million to eliminate flood risk at 31 repeatedly damaged properties in Pender County, including homes in Burgaw, Rocky Point, Hampstead, Currie and Willard. If your home has flooded more than once, ask Pender County about flood mitigation options, which can include elevation or voluntary buyouts.
